(I’ll make a drawing of Joey, but for now, here’s a thurow description and a gif.)
As far as mutants go, Joey shows fairly little signs of his hydreigon parent. For the most part he’s a normal rattata - mouse like, normal type, though he is a little smaller than the average of his species (go figure) at about 11 inches, standing on all four legs, and just under two feet when standing on his hind legs. His fur is short and sleek, though it’s a darker shade of purple than normal, and the fluff on his head, neck, and chest grows naturally a little longer. While most rattata have a nice, sleek divide between where their purple fur becomes blond, Joey’s is a little blurred. Around his shoulders and up his neck are a few little tufts of red fur, small and scattered as though he had turned himself into a splatter painting. On the top of each of his little round ears is a longer tuff of fur, curving up as though he had blow dried it the wrong way.
Besides that, the rattata doesn’t really stand out. His voice is a little high (coming from his size), though his energy can always be heard within it. Though one of his parents is blind, it seems the rattata’s keen vision canceled that trait out, leaving the little pokemon with about average vision. If he were to happen upon one of those old eye charts, he’d be able to see all but the last row.

Personality
Joey, unlike his name would suggest, is not in the top percentage of rattata. He’s hardly in the top percentage of anything, except perhaps in those who are exceedingly good at being bad at everything. What could Joey mark as his skills?
Well, academics have never been his forte. Forget memorizing anything, none of it will remain with the little rattata the next day. It takes several times over the same academic lesson for it to begin to stick in his head. What he will remember, however, is aspects of people. Joey will never forget your name, or that you get really angry when people insult your hair, or that you will never be late for dinner when the guild’s serving soup. He’s fast to pick up on these facts as well.
He’s terrible in battle, being poor at pulling off moves and not having the strength or speed to make up for it. Indeed, the rattata is weak by any standards of battle. The true irony and struggle in Joey’s life is in this. More than anything, he wants to be strong. He wants to be in that top percentage of everyone. He is half dragon, after all! He wants to be able to help people in trouble (and will try to, often making the situation worse). He works every day, practicing his agility and moves, but improvement comes slow to the pokemon. That doesn't stop him from trying his limits, and when push comes to shove, getting in way over his head. Most days he spends doing simple or odd jobs. He can (usually) manage that.
Joey also lacks basic luck. If something can go wrong, it will go wrong. Luck will always find a way. (Odd thing, there’s this phenomenon that when people hang around them they suddenly get amazing strokes of luck. Or get just as unlucky as the rattata. It’s probably just mindset and relative perception.) Joey’s not particularly graceful or perceptive, which when added together are a recipe for disaster.
Of course his shortcomings weight on him. People also look down at him for being a mutant, seeing that long before they see the rest of him. But he tries his best to use this as a source of strength; he will prove himself to the rest of the world. Every day he tries his best to be happy and friendly to the rest of the world. Indeed, if you get to know him, he's very charismatic. He gives off a warm feeling with his innocence and want for the good of all. Nor is he at all judgmental - he knows too well the pain that causes.
Other:
Joey has a little book of his rather poor sketches under his bed. It's mostly a bigger, stronger version of him (with a variety of BA outfits) taking down powerful foes. If he shows this to you, you're considered a close friend.
In battle, he tries to act all tough and super hero-like. He's not good at backing up this conference.
Don't let Joey cook for you.
He's spent time memorizing berries, moves, and some very specialized battle info (like the weaknesses of legendaries). The adrenaline of battle will kick it out of his head, however.

History
Joey never knew his parents. Before the little rattata was old enough to open his eyes, he’d been abandoned in New Leaf town with his half brother, Bronte. It was obvious the two were mutants, and no one in the town was quite sure what to do. Thankfully, someone was willing to take the two baby pokemon in, and has raised them kindly since.
Their adoptive parents read them many stories as children, but one particular story has stuck with Joey. The main characters, as it takes place just before the extinction of humanity, were a young trainer named Joey and his little rattata. Joey was a kind trainer, who would often help trainers just starting out by introducing them to battle. He’d also exchange numbers, and throughout the trainer’s journey, he’d call to check up on them and make sure they were okay. Because Joey and his little rattata would always lose to the new trainers, everyone saw him as weak. But then, the team Arceus’s Hand began to take over his region. Joey had no choice to stand up to them. The kind trainer and his rattata showed their true strength and became one of the leading forces against the team in his region. The baby rattata was named in honor of the brave trainer by his adopted parent.
Saying Joey’s childhood was easy would be a lie. His parent was more than kind, and raised him as though he was their own, but he was a mutant. The children made fun of him and the adults looked down on him. Throughout it, the rattata tried to remain positive. It was easier with the constant friendship of his brother. When he got older, Joey followed his dreams and joined the guild with Bronte. They moved from their parent’s house into their own room at the guild. Of course, he visits his parent often.
Joey sometimes wonders about who his parents were. He’s not gotten any clues on who they could be. Deep in his heart, and occasionally drawn on the page, Joey dreams that the trainer Joey’s rattata is actually his mother. It could happen!
